On every EMI receipt the gateway settlement is split automatically: principal goes to the ULB revolving-fund account, interest is split equally between the SHG's ALF (2%) and CLF (2%) and credited monthly. The ULB earns no interest; it keeps the principal to re-lend. Rates are master data (D-09).
Reminder & default rules (default values)
D-3 and D-0: SMS + WhatsApp + in-app reminder to SHG office bearers
D+3, D+7: overdue reminder, copy to ALF
D+30: "Overdue" flag, escalation to CLF + ULB
D+90 or 3 EMIs missed: Defaulter. SHG and its members (by Aadhaar) are blocked from applying again until DMA lifts the block.
Assumptions made in this design
DMA (Directorate of Municipal Administration, Maharashtra) owns the system statewide: 6 revenue divisions, 36 districts and 424 ULBs (29 corporations, 248 councils, 147 nagar panchayats), as in the FC-16 master.
ALF/CLF/ULB field verification happens before DMA review (can be switched off).
Agriculture Dept can approve a lower amount than requested (partial approval).
Funds move by bank integration (sponsor bank API / PFMS); UTR is stored for each transfer.
EMI = reducing balance, monthly, due on the 10th; first EMI one month after disbursement.
EMI principal lands in the ULB revolving fund account; EMI interest (4%) is split ALF 2% + CLF 2% and credited monthly. The SHG keeps its own 2% margin.
Defaulter = 90 days overdue or 3 missed EMIs; blocks SHG and its members.
SHG screens must work on mobile and in Marathi and English.

Bulk onboarding: DMA/ULB can also upload SHG / ALF / CLF lists in Excel or import them from the existing SHG database. Imported records only need to verify their bank account and mobile.
Each member's Aadhaar is checked against (a) other SHGs, to catch duplicate membership, and (b) the defaulter register. A member flagged as defaulter blocks the SHG from applying for a loan, not from registering.
3. Bank account
AI reads the account number, IFSC and name from a passbook photo; you confirm them. Name match is required.
Linking the ULB account for online transfers lets the ULB pay SHGs from inside the system (U-02). Transfers use maker–checker: one user initiates, a second user approves with OTP.

AI checks run on the phone or in the State Data Centre within a few seconds: object detection (cows, machines, shed), GPS distance, perceptual-hash duplicate detection across all SHGs in Maharashtra, and bill OCR. Results go to the ULB reviewer as hints; the AI never accepts or rejects evidence by itself.
